I do not believe we are born with the guilt of sin, exactly. It is important to balance an inherently depraved view of anthropology with the belief that Christ was also fully human. I believe no one is born condemned before they have sinned, and that everyone will choose to sin though they can choose not to, and that even if they forever chose not to sin they would still be condemned without Christ.
First, I believe people are not condemned by their own works when they are born, as I do not believe humans are necessarily born into sin. I am aware of a Psalm which seems to indicate we are, though I would be hesitant to make that the definitive verse for this, as I find that difficult to balance with the full humanity of Jesus.
Second, I do believe all people have sinned. This is clear through Scripture, especially Romans. Even children sin, though it seems God may overlook this sin in some way. All people have the choice to not sin, but choose to sin anyways.
Third, I believe in the priestly headship of Adam, which means that even if someone was perfect in their actions, if they have Adam as their representative rather than Christ, they are in essense sinning, and will be condemned because of the debt incurred by their representative, not to mention rejecting Christ shows that one has rejected God, and is not perfect.
